substring filter searches with hyphens fail (ITS#2468)

When performing the following search:
ldapsearch "sugwaffilphone1=*3-4897*"
no results are returned
When performing the following search:
ldapsearch "sugwaffilphone1=*4897*"
results are returned.
sugwaffilphone1 type is:
EQUALITY telephoneNumberMatch
SUBSTR telephoneNumberSubstringsMatch
SYNTAX 1.3.6.1.4.1.1466.115.121.1.50
Since telephone numbers tend to have hyphens in them, I would assume this is a
bug in telephoneNumberSubstringsMatch.
