From the slapd.conf man page for serverID:
"The fully qualified hostname of each server should be used in the
supplied URLs."
And each of them have the same olcSyncrepl
You fail to note the olcServerID setting for the MDB cluster.
You fail to note the syncprov settings for any of the databases.
