It depends. If you are replicating cn=config, then the provider=.... is required, and it must include all providers. If you are not replicating cn=config, then the provider= is not required at all, and can be left out.

Also what is the significance of "olcServerID"  do we have keep every
server "olcServerID" in each server?

olcServerID is required on all masters, and must be unique between every master. This is how OpenLDAP knows which master a particular change occurred on, and is mandatory for MMR to function correctly.
