No, I phrased it badly.  main.c sets a SIGBREAK handler
if SIGBREAK exists.  Then the signal handler sets
slapd_shutdown if !defined(HAVE_NT_SERVICE_MANAGER).
Could be intentional, that could be what the comment
in slap_sig_shutdown() means.
