olcaccess question

with cn=config


if I have
dn: olcDatabase={2}hdb,cn=config
olcAccess: to * 
  by * read


Does this allow read access to the hdb database ie the * in to is a
subset of hdb name space ?

is it equal to 


dn: olcDatabase={2}hdb,cn=config
olcAccess: to dn.subtree <hdb tree>
  by * read
