You can use a recent modification to slapo-constraint(5) that allows you to set constraints based on in-directory data using sets.  It is not in the 2.4 branch, yet, so you'll need to pull the file servers/slapd/overlays/constraint.c from the CVS.  It should build straightforward with 2.4 code.
