Now I want to convert to cn=config.  I ran:

slaptest -f /etc/openldap/slapd.conf -F /etc/openldap/slapd.d

This is a conversion step. You are converting slapd.conf to slapd.d. ALl you new config is in slapd.d.

Nothing more is needed.

See my note to Howard, the slapd-config manpage, as I read it, implies there is an initialize/import step.
