We use OpenLDAP with a layer 4 switch with both StartTLS and ldaps
connections. As such, I'm inclined to say you either have a load balancer
misconfiguration or your load balancer is not capable of being configured
appropriately. I suggest you discuss this on a list specific to your load
balancer.
