Error while trying to compile "with TLS"

Hello,

I'm trying to compile openldap 2.3.20 on a Linux i386 (Ubuntu distrib). I already compiled openssl 0.9.8a, MIT krb5 1.4.3, Cyrus SASL 2.1.21 and BerkeleyDB 4.4.20.

OpenSSL 0.9.8a is installed in /usr/local/ssl directory but there are older versions of OpenSSL installed elsewhere on the computer. There are installed as Debian packages by Ubuntu distrib.

My LD_LIBRARY_PATH environment variable is worth /usr/local/ssl/lib:/usr/local/lib

My configure invocation is:
env LDFLAGS="-L/usr/local/ssl/lib -L/usr/local/lib" CPPFLAGS="-I/usr/local/ssl/include" LIBS=-lssl ./configure --disable-ipv6 --with-cyrus-sasl --with-tls

The last output/error lines of configure are:
checking openssl/ssl.h usability... yes
checking openssl/ssl.h presence... yes
checking for openssl/ssl.h... yes
checking for SSL_library_init in -lssl... no
checking for ssl3_accept in -lssl... no
checking OpenSSL library version (CRL checking capability)... yes
configure: error: Could not locate TLS/SSL package

I join config.log file. I had a look at Admin guide, faq-o-matic and openLDAP-software mailing list archive. I don't see where I make a mistake.

Thank you for your help.
