Searching I found references to the new password policy (ppolicy.schema,
slapo-ppolicy man pages, etc) in the 2.3.x series but nothing related to the
2.2.x series. I also didn't find anything anything in the documentation for
2.2.28.


Any pointers or resolution for this issue?
Sounds like ITS#4021. The fix was released in 2.3.8, and was not backported to 2.2. The patch is simple, you can get it from CVS libraries/liblutil/passwd.c r1.103
