Use

access to *
               by dn="o=ggpki" read
               by anonymous auth

Note to developers: "dn=*" should likely evaluate to "*"; in current 2.2 
code, it evaluates to dn.exact="" (while appearing as "*" in debug 
output...).  I suggest you file an ITS.
