Well, on Mandrakelinux, the default database directory is actually
/var/lib/ldap

You should try starting slapd as follows, which should make it easier to
find the problem:

# slapd -g ldap -u ldap -d -1

BTW, a common mistake is to do operations on the database directory (and
the files in the database directory) as root, without correcting the
permissions on the files before starting the ldap service.
