slapd in 2.2.23 logging on startup even though logging is disabled

I currently have logging disabled in my slapd.conf, yet every time I
boot my laptop, I end up with large volumes of slapd logging in my log
files (which is getting irritating every time I forget about it and run
out of disk space ...) until I restart slapd (when it returns to not
logging as configured).

This only started happening with 2.2.23 (I think prior to that I was
running 2.2.20).

Anyone else seen this?
