I don't remember the exact reason of that failure, but it disappeared 
with later versions of OpenLDAP software, which is recommended anyway. 
Try 2.2.20; if you look at the CHANGES since 2.2.15, you'll see that 
each release had at least one fix related to syncrepl.  In fact, it's 
not considered yet the most reliable replication mechanism, although 
being almost there.
