forcing encryption for external server access while allowing unencrypted localhost connections

Hello, OpenLDAP users,

I want to force TLS for all network slapd connections, but allow
unencrypted connects from/to localhost.

The reason is that I want to force TLS for all clients except the
phpldapadmin which is running on the LDAP server itself.

(Getting php with TLS installed is a pain!)
