Is there a tool to manage simple acl rules?

Hello!
I finally got my acl working! *yey*
Now i would like to know if there is a tool wich can manage acl rules?!
Reason: "Important" people should be able to give other people write
permissions to some organisationUnits.

Example: Boss gives full access to teamleader who needs to maintain his
organisationUnit. The teamleaders changes quite often, so i need a easy way
for the boss to manage the acls for the teamleader.

Since the acls are written in the config only, i doubt that there will be a
tool which can manage those simple acl rules.
I guess i will have to write one myself.
What do you think?
