I just ran into this problem.

I upgraded one system from RH9 (Redhat 9) to FC2 (Fedora Core 2) and it failed to use TLS to authenticate users. I have a working ldap system with many clients that authenticate to a central ldap server.

I put the following lines into my /etc/ldap.conf
TLS_REQCERT allow
and
TLS_CHECKPEER no

I then had to reboot the system. Not sure why I needed to reboot.
