From man slurpd I can read:

If the replication log file does not exist or is empty, slurpd goes to
sleep. It periodically wakes up and checks to see if there are any
changes to be propagated.

My question is: how often does slurpd wake up to perform its tasks? Is it
configurable?

In OpenLDAP 2.2 it is configurable.

From the 2.2 manpage on slapd.conf:

replicationinterval The number of seconds slurpd waits before checking the replogfile for changes.
