One DB per ou ?

Hello, 

due to several reasons (backup e.g) I'd like to have separate databases
per ou and a toplevel database. My slapd.conf looks like this:

defaultsearchbase       "dc=test.de"


database                ldbm
suffix                  "ou=test,dc=test.de"
rootdn                  "cn=tgadmin,ou=test,dc=test.de"

database                ldbm
suffix                  "ou=test2,dc=test.de"
rootdn                  "cn=tgadmin,ou=test2,dc=test.de"


database                ldbm
suffix                  "dc=test.de"
rootdn                  "cn=tgadmin,dc=test.de"

Starting slapd is ok, but I fail to connect to the databases and insert
the dc, ou and person entries into it. Is the error on side of the
slapd.conf or when creating the entries ? My ultimate goal is of course
to connect only to  dc=test.de
