The uid/gidPool object is intended to be included with another
structural objectclass such as the organizationalUnit.  This is
how I use it locally.

~  dn : ou=people,dc=plainjoe,dc=org
~  objectclass: organizationalUnit
~  objectclass: uidPool
~  ou: people
~  cn: User ID Pool
~  uidNumber: 1000

Same type of thing for the group ou.
