What OS and distro is this? Is it antiquated? I.e., do you have the
latest autoconf, automake and libtools? Looks like you don't, to me.

I have RH RHEL 3 (this machine) and have no such trouble with different
SASL versions existing side-by-side. Quite another thing is, that for
*no* money would I consider using Cyrus SASL 2.1.17 until *everybody*
says I'm a fool for not doing so. 2.1.15 (the standard RHEL 3 version)
works perfectly well for me.
