The quoted certainly must be reworded.  The specification cannot
say servers which don't support this extension MUST do X
(which is effectively what it says... consider protocolError.)

I hope it will be reworded something like:
        When the OPTIONAL responseName is provided, its value
        SHALL be 1.3.6.1.4.1.1466.20037.  Clients MUST NOT expect
        the responseName field to be returned, it is OPTIONAL.

Noting my dislike for pre-judging contributions, I just
say that in the past we've accepted similar features (see
allow/disallow/require flags) where the implementation was
appropriately narrow (e.g., specific to a particular operation)
in function.
