Attributes in LDIF files that have double colons are Base64 encoded (see RFC2849).
If you decode it you get the value
{MD5}WD4ZP3bFptPEPgrRQ2G6ig==

Hrmm I wonder how that ended up that way, the user was added with the same script that I use all of the time. I guess I am confused why the entry isn't changing then when I use ldapmodify.
