Question about v2.2.2beta dn checking

I was trying to feed a slapcat of 2.1.23 into slapadd of 2.2.2beta and the
first entry gives an error:

slapadd: line 16: database (dc=wpi,dc=edu) not configured to hold "dc=WPI,dc=EDU"

This is the entry:

dn: dc=WPI,dc=EDU

I can't figure out how this differs from the example of a dcObject in section
5.1 of RFC2247.  I see that OpenLDAP 2.2 promised some tightening of the DN
syntax, but the changes in the syntax have not been described, so I don't know
what I've done wrong.

Can someone please point out my error?
