This is incorrect.  ldaps:// is for "Secure LDAP" session
with TLS/SSL.  StartTLS is specified for TLS only, can be
used for SSL as well.  The difference between ldaps://
and StartTLS has to do with when and how one negotiates
the use of TLS/SSL, not with the difference between versions
of TLS and SSL.
