ldap libraries and network timeouts

My ldap client tool failed to timeout when trying to
connect to a hung LDAP server, even though I've set a
network timeout of 5 seconds using all of these
options:

LDAP_OPT_TIMEOUT
LDAP_OPT_TIMELIMIT
LDAP_OPT_NETWORK_TIMEOUT

Searching through the LDAP code revealed that these
properties are not used after they are set (at least
not on the client side). Is this a correct analysis?
