Maybe you should look in the master conf
You do not mention about the presence of the following line in the slapd.conf :
'replogfile <filename>'
This option tells the server which file to write as a replication log file.
No file, no replication, because the slurp server uses a file a reference of operations to perform in the slave servers.


Moreover, have you configured the slave servers ?
Eventually, you seems to have configured both servers as masters.
