and no Substring Matching.

If I understand the RFCs correctly, it should work.
AFAIK only * ( ) and \ need to to be quoted.

With respect to Filter syntax this looks good.
Maybe there is no substring matching rule defined for attributes with
DN syntax. (I did not look it up)
