My own 'do-conf' for 2.1.13 looks like:

	--enable-referrals=yes \
	--enable-monitor=yes \
	--with-tls \
	--with-kerberos=yes \
	--enable-dynamic=yes

There's probably much in it that you won't use yourself, but at least
things know where to find the BDB 4.1 libraries and make test works :-).
