IMP 2.2.x <http://www.horde.org/imp> has a password change page that you
can enable.  You will need to run poppassd locally for this to work.

Well, that and especially running an external program seems like complete overkill. My web2ldap would also be overkill for that. I'd suggest writing an own small CGI-BIN optimized for your own needs. It's easy.
