restrict rootdn to SSL



Is there any way to restrict all connections including the rootdn to SSL/TLS?  In my slapd.conf I have "security ssf=128" and my ACLs end with "access to * by ssf=128 * read" yet the rootdn is still able to do do an unencrypted bind.  Is this just something I have to beware of?
