I have not used COPS, however it seems you will need to write an LDAP client
that can add, delete &  modify this info in LDAP. Once added, you should be
able to retrieve this data and write it back to your Policy Server. Does the
SDK give you an LDAP client if not use ldapmodify/ldapadd saves you writing
your own client.
