Have you tried a NULL subject user's DN? Perhpaps something like:

1.2#entry#grant;r,s,c;[all]#access-id#

I am not sure if this will work or not. It is worth a try...
Check what bind DN is produced in the error log. I think anonymous binds have a 
NULL DN but I can't say for sure.
