replication - write errors | even for me rootdn

I am trying to get replication to work. The slave is sending a referral but the
master syslog says:

Sep 23 22:50:57 zeus slapd[21407]: => acl_get: [2] check attr children
Sep 23 22:50:57 zeus slapd[21407]: => dnpat: [3] .*,uid=([^,]
+),ou=People,dc=birddog,dc=com nsub: 1
Sep 23 22:50:57 zeus slapd[21407]: => acl_get: [3] matched
Sep 23 22:50:57 zeus slapd[21407]: => acl_get: [3] check attr children
Sep 23 22:50:57 zeus slapd[21407]: <= acl_get: [3] acl
ou=People,uid=td,ou=People,dc=birddog,dc=com attr: children
Sep 23 22:50:57 zeus slapd[21407]: => acl_mask: access to
entry "ou=People,uid=td,ou=People,dc=birddog,dc=com", attr "children" requested
Sep 23 22:50:57 zeus slapd[21407]: => acl_mask: to all values by "", (=n)
Sep 23 22:50:57 zeus slapd[21407]: <= check a_dn_pat:
uid=$1,ou=People,dc=birddog,dc=com
Sep 23 22:50:57 zeus slapd[21407]: <= acl_mask: no more <who> clauses,
returning =n (stop)
Sep 23 22:50:57 zeus slapd[21407]: => access_allowed: write access denied by =n

Is the write access denied by the updatedn from the slave? I have that set to
the rootdn.

Can someone help to make sense of this? This exact modify command works if I
talk to the master directly.

Thank you!
