DSA is unwilling to perform during replication

Trying to do replication over TLS, got most of it to work except now I the
following error:

ERROR: DSA is unwilling to perform
replica: ldap2.testing.com:0

How can I tell what the problem is?

I read FAQ http://www.openldap.org/faq/data/cache/57.html, and it's not much
help. There are 3 potential problems, how do I narrow it down?
