Help with ACLs

I've been fighting with this but have not been able to find a
solution.  

Let's say that each entry in our database consists of name and
telephone_number.  If we search by name then we want name and
telephone_number to be returned.  We don't want to be able to search
by telephone_number.

Does anyone have an example of and ACL rule that will provide this
behavior?  So far I've either made the phone number not readable at
all, or readable and searchable.
