I would expect that most time people are converting their old
database by self-written scripts to LDIF format to populate an empty
LDAP database.

Hmm, GUI? My package http://web2ldap.de/ runs also as a stand-alone
web server under Unix (Linux) and Windows now.

The problem is that all generic LDAP GUIs (including my own) are too
difficult to handle for unexperienced users (e.g. the secretary
managing the contact database). Most times you will end up writing
your own little scripts for fulfilling exactly your needs.
