OpenLDAP for WinNT is strictly experimental.  That means that
it only exists in the -devel tree of the OpenLDAP repository.
Distributing a binary version would be self-defeating as it
would certainly have bugs, and someone would have to try to 
keep up with the bug fixes and create a new distribution
every time one came out.  Until the NT port makes it into a
stable distribution, your best alternative is to get the
sources and build it yourself.  Sorry.
