ldapmodify return ldap_simple_bind_s error



I am trying to use ldapmodify to add/change entries.  So far I have
not had much luck.  the ldif file looks like:

dn: uid=webpb05, ou=People, o=trw.com
cn: webpb05
sn: webpb05
uid: webpb05
givenname: eval
ou: People
objectclass: top
objectclass: person
objectclass: organizationalPerson
objectclass: inetOrgPerson

The command line looks like:

ldapmodify -D "cn=Directory Manager,o=trw.com" -a -f users.ldif

The command keeps returning the error: ldap_simple_bind_s: No such
object.

I know there is a directory there because ldapsearch returns a list:

ldapsearch -L -b "ou=people, o=trw.com" "(sn=*)"

dn: uid=webpb01,ou=People, o=trw.com
objectclass: top
objectclass: person
objectclass: organizationalPerson
objectclass: inetOrgPerson
cn: webpb01
uid: webpb01
givenname: 1
sn: webpb01
userpassword: {SHA}givBPi1VtALrQjPLI8nUFKegO8E=

etc...

Any ideas what I am doing wrong?
