OpenLDAP 1.3 doesn't exist. The current release is 1.2.7.
As noted on the roadmap, the project has redirected available
resources OpenLDAP 2.0 development. OpenLDAP 2.0 will be made
available for general use when it's ready.

Developers interested in helping are encouraged to get envolved.
