OpenLDAP 1.x has no integrated support for LDAP over TLS/SSL
nor LDAPv3 Start_TLS.

One may use 3rd party protocol wrappers to LDAP over TLS/SSL.

We hope that OpenLDAP 2.0 will include integrated support for
LDAP over TLS/SSL as well as LDAPv3/Start_TLS capabilities.
Such is under development.
