I don't know your reasons to say that but in the draft "Referrals
and knowledge Reference" in the section 2 (Abstract) stands:
"The attribute uses URIs to represent knowledge, enabling LDAP and
non-LDAP services alike to be referenced [..] The object class can be used
to construct entries in an LDAP directory containing references to other
directories or services"
And, I don't know any-other document on the LDAP environment where this
attribute were defined
