'multi-master' replication



I've seen the term 'multmaster' replication being used to describe a
feature of Active Directory that i would like to mimic.  Basically i have
several sites that want to manage their own organizational data, yet have
a locally replicated copy of the rest of the organizations in our company.

So, if A is the master copy, and A' is a replicated copy of the A
database, we want something like this:

site A: A B' C'
site B: A' B C'
site C: A' B' C

The server that's taking the brunt of the queries will probably actually
have replicated copies of all of the databases, however the local database
will come from a different master server (ie: local db over LAN, remote db
via WAN/internet). I was thinking of possibly running the server for the
'other' organizations on a different port on the same box, and just do
referrals to that non-standard port.  Is that feasible?  Is there a better
way that i'm just missing?  

And while i'm posting, i'd also like to ask for any suggestions for good
client tools for updating these databases.  Web based would be great
(either java via JNDI or HTML forms), but i'm not picky.  Mainly just
people information.
