option, not a config option: One wants this option if and only if
slapd is not running at the same time, right?

Since it is specific to back-bdb/hdb I don't believe it's appropriate to make it a command-line option. Also, it is already a documented requirement that slapd is not running when slapadd/slapindex are used. The nextid counter will be corrupted (if nothing else) if slapadd is run while slapd is running, and the IDL caches will be corrupted if slapindex is run while slapd is running.


The config option only takes effect in Tool mode, not in Server mode, so there's no real need to toggle it on the command-line.
