Version numbers on shared libs built from HEAD

When shared libs are installed from a release version such as 2.1.3
the libraries get names like libldap.so.2 yet when installed from HEAD
they get libldap.so.0

This makes it difficult to switch completely from a release version to
a HEAD version, as things linked against the earlier version expect to
find the .2 library.

Is this use of version numbers intentional?
