HEADS UP: libtool updated

HEAD is now using libtool 1.4.2.  This should improving
shared library support on some platforms.  Shtool 1.6 is
now being used to provide some portability features.

REL_ENG_2 continues to use a libtool 1.3.5 (locally
modified), but with latest config.guess/sub scripts
from the FSF.

Please report any problems (using the Issue Tracking System).
