I patched ldbm2ldif tools to always run as if the 'dbcacheNOwsync'
as specified.  I don't think the write sync safety check is need
during database creation as the tools are under operator control.
This greatly improves database build time.  If there is serious
objection to this change, we can make it ldif2ldbm write sync'ing
optional.

Kurt Spanier also committed some ldif2ldbm changes to fix problems
creating DB2 files.
