Add charset doc to OpenLDAP 1.1 (Was: UTF-8 support, take 2)

I suggest you include iso-t61.txt from
<URL:ftp://ftp.uji.es/pub/uji-ftp/unix/ldap/iso-t61.translation.tar.Z>
in libraries/libldap/ or in doc/.
