(ITS#8757) RFE: let slapd MMR instances vote primary master

In some situations having a "primary" master would be very useful (e.g. where to
assign numeric IDs).
The providers connected with MMR could try to vote a primary master with the
raft algorithm: https://raft.github.io/
Ideally it should be visible in cn=monitor whether a provider replica is the
current primary master.
