(ITS#8694) Windows builds fail to install event information

Running "slapd.exe install" is supposed to add the event information in windows
for startup/shutdown (1280/1281).  However, this broke at some point, and no
longer provides that information.  This causes the event viewer in Windows to
complain that the installation may be corrupt.
